Venn Group have proudly supported the delivery of the Royal Borough of Kensington and Chelsea & Westminster City Council’s One SEND programme throughout the last year. Working with our long-standing client, we have been delighted to provide culture and change expertise for this fast-paced and sustainable project, which has allowed the work of the programme to have a more meaningful impact on its service users.

The Royal Borough of Kensington and Chelsea & Westminster City Council’s One SEND programme is a transformation journey that started in late 2018, with a vision to provide the children, young people and families in the ‘Bi-Borough’ with the number one Special Educational Needs and Disabilities (SEND) service in the country.


The Challenge

  • One SEND required change expertise to support the delivery of this complex and time critical programme, so looked to Venn Group for support in securing a suitable expert in the sector
  • Nationally, SEND services are facing increased financial pressure and a growing cohort of pupils requiring Education Health and Care (EHC) Plans. They are therefore having to rethink their delivery models, to ensure they can provide outstanding services to children and young people
  • The Bi-Borough recognised the need for more efficient processes and better business intelligence in order to to proactively manage performance, plan for the future and deliver the best outcomes

  • One SEND created a new team structure and encouraged a person-centric approach, by including parents and children in the design of services
  • They completed a survey with all staff to ask for their perception of issues and repeated this several months later to measure improvements, which showed an 80% increase in staff satisfaction

  • Engaging staff from the outset, Venn Group’s change expert was able to understand their pressures and embed behaviour and culture change, as well as support management capability of the team
  • The Bi-Borough’s Assistant Director of SEND Julie Ely said “The introduction of new software has further enabled joined up working and freed up time to focus on our children and young people…it has meant that the progress against timescales is more visible for our staff.   • The project will achieve time savings of over 10,000 hours per year across the service, which will be reinvested to add value to activities that have a meaningful impact on children and young people
  • Since the new software has gone live, 100% of EHC plans have been completed on time
