VACANCY – Income Team Leader
Location: Birmingham
Length: Temporary contract until March 2022 with the chance of extension
Hours: 37 hours per full working week – Monday to Friday
Pay: £16.25 PAYE Inclusive Of Holiday Pay
Venn Group are currently recruiting for an Income Team Leader to work for a large local authority within Birmingham. This opportunity is looking for candidates who can lead a team of staff responsible for the billing, collection and recovery of Council Tax, Business Rates, Business Improvement Levy, Sundry Income and overpaid Housing Benefit. Said candidates will be immediately available to interview and start.
Responsibilities of the role:
- Responsibility for arranging the team’s processes to maximise collection of Council Income at all recovery stages
- Report weekly to Senior Management on income collection statistics, identify trends and draft any improvement plans
- Prepare the annual/monthly recovery timetables
- Plan and deliver of all discount and relief reviews
- Dealt with all aspects of staff management - sickness, probation, performance reviews, coaching and mentoring staff, capability issues, time management
- Plan and allocation of the team’s incoming work to ensure it is completed within agreed timescales
- Monitored key controls and audit recommendations are in place
- Responsible for planning and delivery of training on the team
- Carry out quality checking and take action where improvements are needed
- Monitor Business Rates income - analyse information and work with Accountancy to forecast future income for the Council
- Monitor BID Levy income and compile collection data for the BID company
- Preparation of Tribunal appeals and attendance at Tribunal hearings
- Represent the Council with regards to liability order, committal hearings and County Court Judgements
- Responsible for overseeing enforcement selection - review cases selected for committal, charging orders, write off and bankruptcy proceedings
- Identify, investigate and recommend cases for insolvency action
- Write off preparation and reconciliation
- Checking and authorising refunds
- Report each week to the Income Manager on team performance
- Resolve escalated enquiries/complex cases from customers and front line supervisors without recourse to a more senior manager
- Investigate and draft responses for councillor, MP enquiries and complaints
- Lead on projects for the Income Team, from the planning to implementation stage
- Plan and oversee system testing for new system releases
- Lead on year-end processes for the Income Team
- Prepare and collate information for Government returns (CTB, NNDR1, NNDR3, QRC’s) and liaise with Accountancy in their completion
- To meet with partners (frontline, enforcement agents, Valuation Office Agency, internal customers) to deliver service improvements
Essential experience/requirements:
- Previous experience in a related role
