Job Description

A position has arisen for an Asset Surveyor within a leading Housing Association based in Merseyside. This is a key role on a permanent basis. It is paying between £32,000 - £34,000 PA

The successful candidate must have experience in a Housing Association or Contractor

Your duties will include:

  • Provide a full technical service comprising full design and contract administrative services, including full technical surveys of properties, preparation and collation of specification suitable for tender purposes
  • Manage all tenders, including the section 20 process, ensuring compliance with company financial regulations, utilising contract finder and OJEU as appropriate
  • Provide Principle Designer services including preparing and issuing pre-construction information and ensuring all requirements under the construction and design management regulations 2015 are adhered to
  • Ensure residents are informed at all stages in the tender process ensuring compliance with section 20 legislation, this will include attending external resident meetings were appropriate this will include out of usual office hour attendance
  • Ensure the accurate forecasting of sinking fund and cyclical funds for Customers through identification of works required at scheme level
  • Undertake scheme inspections as relevant in conjunction with issues identified by the Property Managers
  • Manage the full void process ensuring brand specification is adhered to within budgetary financial constraints
  • Manage all day to day repairs ensuring a high-quality service is delivered to the customers
  • Ensure that any major works identified are appropriately scoped and any consultation required undertaken
  • Identify any changes in current legislation and ensure that policy and procedures are changed accordingly
  • Programme and carry out pre and post inspections of all works as required
  • Attend Residents' meetings when required, this will include attendance out of hours
  • Deliver stock condition surveys to identify repair and improvement programmes and support sinking fund and cyclical reserve requirements 
  • Liaise as required with suppliers and consultants in respect of technical and construction matters
  • Ensure effective liaison with and involvement of the client (Neighbourhood team and/or tenant/Leaseholder) in the design, specification and execution of asset management investment
  • Ensure consultation requirements are met for leaseholders, party wall matters and with residents, including attendance at Tenants and Resident Association and Area meetings, as required
  • Follow procedures and financial regulations for obtaining tenders and quotations
  • Monitor performance of contractors and consultants involved in Asset Management activity
  • In conjunction with the line manager develop mechanisms for resident involvement and customer satisfaction feedback
  • Understand and support Asset Management strategy and actively contribute to achieving this vision within your role
  • To ensure that Health and Safety is embedded and complied with across the organisation in line with the group’s Health and Safety Policy
  • To ensure compliance with the Group’s Health and Safety policies

The successful candidate should have:

  • HNC in Building Surveying
  • Knowledge of contract management in a building maintenance environment
  • Substantial experience of delivering repairs and maintenance services
  • ICT literate.  Experience of maintaining accurate records on an asset management system or data base
  • Ability to diagnose potential issues with building pathology when carrying out property surveys
  • Knowledge of Health & Safety and Building Regulations and the ability to read and understand drawings, plans and schedules of work and make accurate mathematical calculations
