Interim Director of Legal Services – Assurance and Monitoring Officer

A position has arisen for an experienced Director who has an accomplished background in providing leadership and direction within an established and prestigious local authority. The role is based within the South of England for a 6 month interim basis, paying £750-£800 per day.

The role will include:

  • Ensuring the delivery of the Local Authority’s Monitoring Officer role and functions pursuant to section 5 of the Local Government and Housing Act 1989
  • Leading a proactive Internal Audit Service
  • Developing and maintaining an effective relationship with the Council’s External Auditors
  • Overseeing the exercising of the Council’s democratic functions ensuring they are fit for purpose in a modern unitary Council and the changing environment of devolution and the national and European context
  • Leading a responsive legal and governance service that provides value for money and sound legal advice to the services of the Council
  • Overseeing the delivery of European, national, regional and local elections and Individual Electoral Registration
  • Establishing and implementing more localised governance arrangements for communities, town and parish councils in accordance with the Council’s revised Localism Strategy
  • Ensuring all aspects of the Council’s governance are provided for, adhered to and reviewed, as required, to ensure that the governance arrangements protect the Council and are suitable for and responsive to its changing requirements and priorities
  • Acting as principal advisor on all relevant functional areas for the role including providing advice at Council, the Cabinet and Committee meetings and representing the Council on partnership and external bodies
  • Delivering regular assurance reports to the Chief Operating Officer & s.151 Officer and Chief Executive highlighting issues and concerns in relation to the internal controls and governance of the Council

Requirements:

  • Qualified Lawyer with significant post qualified experience
  • Successful and consistent achievement in the leadership of relevant functions at senior management level, within a local authority or other organisation of comparable scope and complexity
  • Ability to articulate a clear vision and strategy for the service and how to improve and transform outcomes, and experience of translating policy and strategy into tangible outcomes for the benefit of customers/ residents
  • A proven record of successful change management, delivering new working policies and practices alongside significant cultural and structural change
