We are working with Gloucestershire County Council, who are seeking an Assistant Head of Out of Hospital Pathways / Adult Social Care Operational Manager to join their team. You’ll provide strategic and operational support to the Head of Service, overseeing the Hospital Discharge and Assessment Team, and play a key role in delivering high-quality, cost-effective services.
Location: Gloucestershire
Set-up: Hybrid
Rate: £36 per hour via umbrella, inside IR35
Duration: 7 month contract
Hours: Full-time
Key Responsibilities

Lead and manage the Hospital Discharge and Assessment Team, including budgets and resources

Drive service improvement, operational change, and innovation to deliver better outcomes for individuals

Ensure services are flexible, compliant, and responsive to demand, legislation, and system changes

Support the Head of Service with countywide policy, practice, and improvement projects

Role model Council values including equalities, sustainability, safety, and value for money
Essential Requirements

Proven leadership and management experience in adult social care, with track record of delivering operational change and major projects

Experience managing budgets, multidisciplinary teams, and social care service functions

Strong knowledge of social care legislation, strengths-based practice, and quality assurance

Excellent communication, negotiation, and stakeholder management skills

Flexible, innovative, and able to manage competing priorities in a high-pressure environment

Enhanced DBS check required
Qualifications

Must have a Social Work qualification and registration with the relevant professional body in England

Evidence of ongoing professional and managerial development
