Capital Projects Lead
Venn Group is supporting a large public sector organisation with the recruitment of a senior strategic professional to lead a complex capital projects portfolio. This role is pivotal in ensuring the smooth delivery of major construction and infrastructure developments across a multi‑site estate.
Location: London
Duration: 18 – 24 months
Pay: £450 per day outside IR35
Head of Capital Projects
We are seeking an experienced capital projects leader to oversee a diverse programme of major construction and infrastructure works. The successful candidate will provide strategic direction, manage large‑scale estates developments, and ensure high‑quality delivery in line with organisational objectives.
Key Responsibilities
- Lead the programme management of capital construction projects
- Oversee the full project lifecycle from conception to post‑project evaluation.
- Manage multidisciplinary project teams, external consultants and contractors.
- Ensure projects are delivered on time, within budget and to required regulatory standards.
- Provide specialist technical and construction expertise to senior stakeholders.
- Lead on financial planning, cost control, risk management and governance.
- Prepare and present reports, business cases and progress updates at senior leadership forums.
- Ensure compliance with statutory, technical and health & safety requirements including the Building Safety Act, HTM/HBN and internal governance frameworks.
- Oversee procurement processes including tendering, contract management (NEC/JCT) and performance monitoring.
- Drive continuous improvement and promote sustainable, innovative project solutions.
Requirements
Essential
- Significant experience managing large‑scale capital programmes in complex environments
- Strong knowledge of building design, construction legislation and estates compliance
- Experience of RIBA 0 -7
- Experience working within healthcare or major public sector estates
- Excellent leadership, communication and stakeholder management skills
- Construction related qualification

- Professional membership (e.g., RICS, CIOB, CIBSE, ICE)
