Powys Council are seeking a Commercial Specialist to operate within the Category Management structure, you will provide comprehensive, professional, project-focused commercial advice and practical support across the full Commercial Lifecycle. You will support all service directorates to ensure the Council’s Procurement Strategy is implemented consistently across the organisation.
Location: Powys Council
Set-up: Fully Remote
Rate: £27.57/hour via umbrella inside IR35
Duration: Initial 3 months, potential extension
Hours: Full-time position (37-hours)
Key Responsibilities
- Lead and deliver procurement tender projects for goods, works and services, from options appraisal through to contract award
- Provide authoritative commercial advice and practical support to Category Leads, the Professional Lead – Procurement and Commercial Services, Council services and committees
- Ensure full compliance with UK Procurement Regulations, corporate procurement policies and governance requirements
- Prepare high-quality tender documentation in collaboration with service directorates, reflecting market conditions and service-specific legal requirements
- Support effective contract management in line with the Council’s Contract Management Framework, including evaluation, negotiation and contract re-lets where required
Experience
- Proven experience delivering procurement and tendering projects for goods, works and services within a regulated environment
- Experience of applying UK Procurement Regulations and corporate procurement standards in practice
- Demonstrable experience preparing and evaluating tender documentation using price/quality methodologies
- Experience supporting contract management and commercial performance across the contract lifecycle
- Experience working collaboratively with multiple stakeholders to deliver commercial outcomes
