Adults Social Care Commissioner
Based in Kent, hybrid working
Length: 2 months
IR35 status: Inside
We are looking for an experienced Adults Commissioner to help shape a high‑quality, sustainable and affordable adult social care market. This key role focuses on working with residential and nursing care providers to secure placements at council‑approved rates, improve market accessibility and support better outcomes for vulnerable adults.
Key Responsibilities:
- Build strong, trust‑based relationships with care home providers
- Negotiate effectively to secure placements at fair and sustainable rates
- Understand and resolve reasons for placement refusals
- Work with providers to improve cost efficiency and pricing models
- Design and implement short‑term market‑shaping interventions that support cost control, patient flow and system resilience, while maintaining positive provider relationships
- Develop strategies to maintain affordability and capacity within the care market
- Collaborate with internal teams, health partners and providers to resolve complex placement issues
- By the end of the contract, you will produce a comprehensive report for the DASS and AD ASC detailing findings, actions taken and recommendations for longer‑term improvements in commissioning, financial sustainability and discharge pathways
Skills, experience and knowledge required:
- Strong background in commissioning and contract management within adult social care
- Proven ability to negotiate care placements at council‑approved rates and influence provider decisions
- Experience resolving provider concerns that block admissions
- Good understanding of the Care Act 2014, CQC standards, safeguarding requirements and social care market dynamics
- Experience in market shaping and strategic engagement with care home providers
- Strong analytical, problem‑solving and decision‑making abilities
- Able to work under pressure and manage multiple priorities effectively
