Swindon Borough Council are recruiting for a Compliance Programme Manager to be accountable for the end‑to‑end delivery, governance, and recovery of Swindon Borough Council’s Electrical Installation Condition Report (EICR) testing programme and associated remedial works across the housing portfolio on a contract/fixed term basis.
Role: Compliance Programme Manager (Electrical, EICR)
Location: Swindon Borough Council
Set-up: Hybrid – 2-days on-site
Rate: £607 per day via umbrella inside IR35
Duration: 5-6 months, subject to extension
Hours: Full-time position
Responsibilities:
- Lead the end-to-end delivery and recovery of the Council’s EICR testing and remedial works programme, ensuring five-yearly compliance across the housing portfolio
- Own programme planning, milestones, risk-based scheduling, and recovery strategies for overdue or no-access properties
- Manage and oversee multiple contractors through KPIs, SLAs, performance reviews, and escalation to ensure quality, timeliness, and value for money
- Provide strong governance, financial control, and assurance, maintaining robust records, audit trails, and evidence for senior leaders, Members, and regulators
- Lead stakeholder and tenant communications, embedding a safety-first, tenant-focused approach and driving continuous improvement through data and insight
Experience:
- Proven programme or project management experience within housing, compliance, or asset-related programmes
- Strong contract and supplier management capability, including performance monitoring, improvement planning, and public-sector procurement processes
- Excellent stakeholder engagement skills, with experience communicating effectively with tenants, senior leaders, Members, and multi-disciplinary teams
- Confident governance, reporting, and data management skills, using dashboards and evidence to assure compliance and drive decision-making
- Knowledge of electrical compliance in social housing (EICR cycles, landlord duties, remedial pathways, access/recovery), with a relevant project/programme management qualification desirable (e.g. PRINCE2, APM PMQ)
