Principal Accountant/Finance Manager

A position has arisen for an Principal Accountant and a Finance Manager within a prestigious local authority in the South West to come on board for an initial 6 month contract that is likely to be extended to specialise in education and DSG’s.
Location: South West – Remote
Duration: 6 months initially
Rate: Dependant on Experience
IR35 Status: Inside
Duties & Responsibilities:
Progress all key internal/external financial documents for respective area of the portfolio; in accordance with council procedures and delegated authority, having regard to recommended and mandatory professional accounting practices
Undertake development work as required in response to changing financial regimes, new legislation/initiatives and determine the financial implications of policy changes/decisions
Manage and motivate staff assigned to the post, ensuring robust management, learning & development is proactively supported and provide coaching/mentoring as appropriate
Lead on the co-ordination/production of in-year monitoring reports, collation of detailed revenue budgets including growth and transformation cost/efficiency programmes for inclusion within the councils budget & MTFP ensuring service manager and director sign off
Work collaboratively with Business Partners/range of accountants in the review and refresh of service based financial policies/plans e.g. commuted sums ensuring alignment with the financial framework, strategic objectives and promote continuous improvement
Provide financial support to specific revenue and capital projects, develop business cases and options appraisals in support of business objectives, investigate and support mechanisms for greater efficiencies or additional income generation and invest to save
Oversee the detailed revenue and/or capital budgets for inclusion within the council’s budget, in liaison with Senior Business Partners, and in line with the MTFP, Capital Strategy and transformation/efficiency programmes. Ensuring managers/directors have a thorough understanding and acceptance of their detailed budgets
Essential Experience:
Fully qualified CCAB Accountant or equivalent
Wide knowledge and understanding of Local Government finance, with a good understanding of accounting standards and codes of practice
Experience within Local Government Adults, Communities & PH or Education sector
Experience of Schools forum, Dedicated School's Grant (DSG), SEND, formula funding experience
