Interim Head of Commissioning (Adults and Older People)
Based in London, hybrid working
Length: up to 12 months from June/July 2023

The Head of Commissioning will manage a team of Commissioning Managers and Brokerage officers, reporting to the Director of Commissioning.
Key Responsibilities of the Interim Head of Commissioning (Adults and Older People):
- The Head of Commissioning will manage a team of Commissioning Managers and Brokerage officers, reporting to the Director of Commissioning
- Responsible for the delivery of relevant assurance targets as outlined by NHSE, ICB, LBWF commissioning priorities and the annual Operating Plan
- Restructure and recruitment of the Commissioning function (not limited to Adults Care and Support – will be delivered alongside change in Children’s and Disabilities Commissioning)
- The development and commissioning of a better articulated adults prevention offer in conjunction with Public Health, Operational services, the ‘front door’, the voluntary and community sector and the wider health system
- A revamp of the deployment of our Better Care Fund and how we plan for – and articulate – the impact of this, particularly in relation to Place and NEL ICB
- Redesign and re-procurement of our Homecare and Reablement models
- Development and publication of the next iteration of our Market Position Statement (jointly across Commissioning)
- Develop and deliver our two-year Digital Roadmap
- Prepare for the CQC inspection, particularly the ‘Care Provision’ theme
Skills, experience and knowledge required of the Interim Head of Commissioning (Adults and Older People):
- Looking for a candidate who can demonstrate experience and success Commissioning Services at this level
- Able to provide stable leadership to the service whilst at the same time being comfortable driving improvement, change and innovation at pace
- Deep understanding and experience in working with defined client groups, including the issues affecting service users, carers and families, legislative and policy drivers, good practice and innovation
- Proven experience of successfully developing and managing external partnerships, carrying out effective commercial negotiations and managing provider markets
- Knowledge of the key issues facing local government
