Interim Head of Facilities Management
Based in London - 4 days on site
Length: 6 months initially

We are seeking an experienced Head of Facilities Management to lead the Council’s Hard and Soft FM services, ensuring high‑quality, safe, compliant and financially efficient operations across all Council workplaces. You will lead a multi‑disciplinary FM team delivering cleaning, security, post and courier services, porterage, space planning, moves and changes, and workplace support.
Key Responsibilities include:
- Lead all Hard and Soft FM services to deliver a safe, compliant and efficient working environment
- Oversee FM budgets through robust monitoring, reporting and a zero‑based budgeting approach
- Develop and implement procurement and whole life‑cycle contract management strategies
- Ensure statutory and regulatory compliance across all buildings, including risk assessments, permits to work and safety documentation
- Lead the development of a new Hard FM service model and create operational plans for ongoing compliance and improvements
- Act as Responsible Person for key safety areas (Legionella, electrical, lifts, pressure systems)
- Provide expert advice to senior leaders, including contributions to major projects such as Civic Campus regeneration and soft‑landing planning
Experience and knowledge required:
- A proven track record of managing complex Hard and Soft FM operations
- Deep knowledge of compliance, statutory requirements, workplace safety and contractor management
- Strong knowledge of compliance, risk management and best practice (e.g. fire, legionella, safety systems)
- A track record of delivering service transformation, efficiency and measurable improvements
