Learning & Organisational Development Manager
Location: Hybrid – West Midlands
Rate: £350 per day (inside IR35, umbrella)
Duration: 9 month contract initially

Role Purpose
To lead the design, delivery, and continuous improvement of the council’s learning and organisational development offer. This includes responsibility for workforce development, leadership programmes, employee engagement, talent management, and driving a high-performance culture aligned with the organisation’s strategic objectives.
This is a business-as-usual (BAU) role focused on embedding sustainable development solutions across the workforce while ensuring statutory and mandatory training needs are met.
Key Responsibilities:
- Lead the council’s learning and development offer, aligning it with strategic and workforce priorities
- Oversee delivery of statutory, mandatory, and professional training, including safeguarding, health & safety, and leadership
- Manage external training providers and evaluate the impact of learning intervention
- Support the implementation of OD strategies that enhance organisational capability, engagement, and resilience
- Lead on talent development, succession planning, and culture change initiatives
- Partner with senior leaders and HR to ensure development meets service needs
- Manage the L&D/OD team, driving high performance and professional growth
- Contribute to workforce planning and the council’s People Strategy
About You:

Proven experience in a Learning & OD leadership role, ideally within local government or the wider public sector

Strong understanding of workforce development, leadership frameworks, and organisational design principles

Demonstrated ability to design and deliver high-impact development initiatives at organisational level

CIPD qualification (Level 7) or equivalent experience

Excellent stakeholder engagement, influencing, and project management skills
