Operations Manager - Environmental Health
Birmingham City Council
Rate: Up to £500 per day (Inside IR35, umbrella)
Duration: 3-6 months initially
Start Date: ASAP
Working Pattern: Hybrid - 3 days onsite
Key Responsibilities:
- Manage, deploy and support a team of Environmental Health Officers to protect public health and the environment
- Provide operational and strategic leadership across Environmental Health functions, including Food Safety, Health & Safety, Environmental Protection and Enforcement
- Act as a senior enforcement lead, authorising complex investigations, notices, prosecutions and, where required, closure of food businesses presenting imminent risk to health
- Ensure consistent, legally compliant inspections and enforcement activity in line with legislation, codes of practice and council policy
- Prepare and present reports to senior officers, elected members, committees and external partners
- Oversee performance management, quality assurance, audits and service improvement activity
- Manage staff performance, development, appraisals and wellbeing, promoting a positive and high-performing team culture
- Liaise with internal and external stakeholders including partner agencies, government bodies and community representatives
- Support budget management, procurement compliance and delivery of service priorities
- Provide cover for senior management as required and contribute to wider Regulatory Services objectives
Key Requirements:
- Specific waste enforcement experience
- Significant experience at middle or senior management level within Environmental Health
- Strong operational knowledge of Environmental Health legislation, including Food Safety, Health & Safety at Work Act 1974 and Environmental Protection Act 1990
- Experience authorising enforcement action, including prosecutions and closure of food businesses
- Proven ability to manage, motivate and develop teams within a regulatory or enforcement environment
- Degree or Diploma in Environmental Health (or equivalent)
- Strong communication skills with experience producing and presenting reports to senior stakeholders
- Experience managing competing priorities in a politically sensitive environment
- Full UK driving licence
- Ability to work flexibly, including outside normal office hours when requirement
