A leading, future‑focused London university is seeking an experienced Programme Manager / Head of Programme Delivery to lead its major estates and capital development programmes. This is a senior, strategic role within an ambitious Estates & Facilities directorate driving significant transformation across the campus environment.
The Role
As Programme Manager, you’ll provide leadership, governance, and direction across a diverse capital portfolio. You will shape delivery standards, ensure strong programme controls, and collaborate with senior stakeholders to support evidence‑based investment decisions.
Key Responsibilities
Lead the delivery of major capital programmes, ensuring projects meet time, cost, quality, and compliance targets.
Implement programme governance, assurance frameworks, reporting mechanisms, and risk management processes.
Oversee multiple workstreams and identify opportunities to improve efficiency, value for money, and delivery consistency.
Act as a senior liaison across the university, influencing senior leaders and supporting strategic decision‑making.
Build strong relationships with academic, professional services, and external partners to ensure successful programme outcomes.
Provide leadership, coaching, and direction to project managers and delivery teams, promoting best practice and continuous improvement.
Ensure compliance with statutory obligations, including health & safety, procurement, financial controls, and sustainability requirements.
Lead post‑project evaluation and embed lessons learned to enhance future delivery performance.
About You
Extensive experience delivering large and complex capital programmes.
Strong leadership, communication, and influencing skills.
Proven experience implementing programme governance and assurance frameworks.
Professional qualification such as APM, MSP, PRINCE2, RICS, CIOB, or ICE.
Excellent stakeholder‑management skills and the ability to engage effectively at senior levels.
Strong understanding of health & safety, compliance, sustainability, and project controls.
Desirable: Higher‑education or public‑sector experience; knowledge of building safety and regulatory frameworks.
