Project Manager – Property Management and Procurement
We are currently working with a Local Authority who are looking for a Project Manager that will assist in redesigning and modernising the internal services that will manage the LA’s property portfolio, with the goal of implementing a ‘Corporate Landlord’ model.
The main technology solution the LA is aiming for is software that will enable us to understand and manage their assets more effectively.
Location: South West
IR35 Status: Inside IR35
Your duties will include:
- Pulling together the expert resources needed to design, plan and deliver soft market testing, including internal procurement specialists, business analyst and solutions architect
- Refining functional and non-functional requirements as soft-market testing progresses, so that we have a procurement-ready set as quickly as possible
- Gaining approval for a procurement route and planning the work necessary to select a preferred option
- Understand the inter-dependencies with other projects and workstreams being progressed in parallel within the wider programme
- Developing a business case that will lead to an approved implementation plan and funding
Required skills and experience:
- Experience of working in a property management context so that they can demonstrate understanding; build credibility among stakeholders quickly; and challenge embedded assumptions and preferences through their experience
- Experience of designing, planning and managing soft market testing for property-related software solutions
- Experience of public sector procurement
