Job Title: Rogue Landlord Enforcement Officer
Contract Length: 3 months initially with possibility of extension
Rate of Pay: £45-£55 per hour (Umbrella Inside IR35)
Location: Bedfordshire
Working Pattern/Onsite Requirements: Mixture of Onsite and home working
The postholder will manage the Rogue Landlord portfolio, covering investigations, single family dwellings and property licensing, while supporting other service areas as required. The role involves regular site inspections across the borough, working directly with residents, landlords, builders and partner agencies, often in challenging or confrontational situations requiring tact and diplomacy. The postholder will ensure compliance with relevant legislation and council standards, supervise junior officers, and maintain up-to-date knowledge of housing legislation, building practices, council policies and best practice
Key Responsibilities:
- Lead on rogue landlord investigations, including inspections of private sector housing and HMOs
- Take enforcement action under the Housing Act 2004, HHSRS and HMO regulations
- Prepare and present prosecution cases, including court and tribunal appearances
- Carry out complex property inspections, certify works in default and resolve disputes
- Provide technical advice to landlords, tenants and stakeholders to secure compliance
- Supervise and mentor junior officers, including 1-2-1s and training support
- Act as Lead Officer on specific projects to improve service delivery
- Work closely with internal teams and external agencies, including safeguarding referrals
Candidate Criteria:
- In depth experience of working within an Environmental Health (Private Sector Housing) Rogue Landlord role
- Experience of supervisory management within the relevant service area
- Able to consult, negotiate, persuade, influence and present to a wide range of professionals and members of the public
- Able to analyse complex situations eg, inspect and measure premises, evaluate building tenders, compile evidence and witness statements
- Able to produce written reports incorporating professional recommendations and judgements
- Able to plan and organise own and others workload to meet deadlines demonstrating effective time management and ability to work within a Team
