We are currently working with a Local Government authority in the Midlands who are seeking a skilled and experienced Senior Planner to implement the policies and procedures of the Council regarding the control of development and assist in the provision of an efficient and effective service to the public.
Senior Planner
Start: ASAP
Rate: £35-£40 per hour (Inside IR35)
Duration: 3-6 months initially with extensions likely
Hybrid working: – Midlands
Main duties
- Assisting the Principal Development Management Officer and the Planning Development Manager
- Mentoring other team members and deputising for the Principal Development Management Officer
- Dealing with a case load of some of the more significant planning applications, including the carrying out of site inspections, research, consultations, and assessment of the applications
- Making appropriate recommendations in accordance with the policies of the Council under the direction of the Principal Development Management Officer, Planning Development Manager and Head of Planning Services
- Preparation of Committee reports on planning and other applications, to include presentation of reports at Development Control Committee
- Negotiating where appropriate to improve development proposals
- Negotiating financial contributions with developers to meet infrastructure requirements
- Providing advice and assistance to the public, prospective applicants, and others regarding large or complex planning proposals
- Liaison with other sections of the service, other sections of the Council and other bodies to ensure full consideration is given to all factors relating to proposed developments
- Preparation of statements in support of appeals
- Representing the Council as an expert planning witness at hearings and inquiries
- Dealing with complaints (where appropriate) in accordance with the Council’s corporate complaints procedure; assisting the Local Government Ombudsman where necessary in their investigations
- Dealing with general and specific correspondence in accordance with performance targets
Requirements
- Detailed knowledge of planning policies and procedures, to include a professionally recognised planning qualification and membership of Royal Town Planning Institute
- Experience of negotiating and instructing legal advisors on the completion S106 legal agreements.
- Knowledge of MS Word, Computerised planning systems, e-mail, internet, GIS and spreadsheets
- Awareness of equal opportunities
- Experience of written representation and hearing appeals
- Understanding of performance management techniques
- Experience of attending planning committee
- Experience of the uniform system
