Contract: Six to twelve months
Rate: £650 per day (Outside IR35)

Your duties will include:

• Driving the Service Offer programme to ensure delivery of the agreed outcomes, including determining for each service:
   - A view of minimum service levels (MSL) if the organisation was to deliver services to meet its mandatory requirements only, such as legislation, regulatory, etc.
   - What the consequences of change would be and detailed budgetary assumptions
   - Indications of how the mandatory and statutory obligations would be met
   - Analysis of risks, impacts, dependencies and costs associated with potential service offer changes
   - An understanding of all interdependencies and proposals to mitigate / ensure there will be no gaps in the wider service offer
• Lead, design and plan the required interventions required to deliver this programme, such as workshops, templates etc. Ensuring interventions are delivering the expected outputs
• Assess, collate and present budget and resource details of each service - Understanding what costs and resources would be required to deliver MSL

Essential skills:

• At a senior level, recent, extensive public sector experience
• Strong record of effective programme and change management, in similar type programmes (Adults & Children's Social Care)
• Experience of managing, implementing, facilitating, and monitoring transformational change programmes
