We are working with a Large Midlands Council who permanently recruiting a Qualified Treasury Manager to manage the Treasury Function, as well as oversee a team of 3 Senior Finance Officers and 2 Financial Assistants.
Rate: £45,721 - £49,162 Per Annum (Negotiable D.O.E)
Contract Type: Permanent
Working Hours: 35 Hour Working Weeks (open to flexible working arrangement e.g. 4 day working week)
Remote Working with Onsite Visits Occasionally

Purpose:
- To act as lead technical Treasury Management advisor to the Council, managing the operation of the Council’s cashflow, investments and borrowing strategy
- Lead on the production, review & development of the Council’s Treasury Management Strategy and support the production, review & development of the Pension Fund Strategy
Role Responsibilities:
- Ensure that day to day treasury activities are in line with the Treasury Policy Statement, Treasury Management Practices and Treasury Strategy
- Lead technical financial advisor for the Council's long- and short-term external borrowing strategy and the Councils Investment strategy
Preparation and closing of the final accounts for all related Treasury Management activities
- Formulation and reporting of the annual Treasury Management Strategy and required reporting as per the prudential indicators
- Manage the Council's borrowing and investments, ensuring all financial transactions are carried out in accordance with the Council's Investment Strategy and CIPFA Code of Practice
- Support the review and monitoring on a cyclical quarterly basis the performance of the Pension Fund Investment Managers and Custodians
- To manage a team of 3 Senior Finance Officers and 2 Financial assistants, and at times, deputise for the Head of Service
The ideal candidate will have/be:
- Possess a relevant Qualification (CertITM-PF, ACCA, ACA, CIMFA, CCAB)
- Local Government experience essential
- A proactive member of staff, who classes themselves as a “Subject Matter Expert”
- Strong Broker Relationships
