Devon County Council are seeking an EHCP Partner to be responsible for delivering high-quality statutory Education, Health and Care (EHC) assessment and review processes on behalf of the Local Area SEND Partnership. Working within a locality-based team, you will manage a dedicated caseload, ensuring compliance with statutory duties while placing children, young people and their families at the centre of practice.
Location: Devon County Council
Set-up: Hybrid / Remote
Rate: £250-£300/day (DoE) via umbrella inside IR35
Duration: Initial 12 months
Hours: Full-time position (37-hours, condensed week optional)
Key Responsibilities
- Substantial experience working within statutory SEND processes, with in-depth knowledge of the Children and Families Act 2014 and the SEND Code of Practice 2015 (0–25)
- Proven experience coordinating and delivering EHC needs assessments and reviews within statutory timescales for a defined caseload
- Demonstrable experience of high-quality report writing and drafting legally robust Education, Health and Care Plans, with an understanding of Tribunal and High Court requirements
- Experience of working collaboratively with families, schools, health professionals and partner agencies using a relational, co-production approach
- Experience of working in a pressured office environment, managing competing priorities, performance data and statutory reporting requirements

- Excellent written and verbal communication skills, with the ability to build trusting relationships with families and professionals and handle sensitive situations with diplomacy
- Strong organisational and time-management skills, with the ability to work independently, prioritise effectively and meet conflicting deadlines
- Sound professional judgement with the confidence to make complex and sometimes contentious decisions within minimal guidance
- Highly developed analytical skills and attention to detail, ensuring accuracy in recording, monitoring and compliance with statutory requirements
- High-level ICT skills, including confident use of complex databases, Microsoft Word, Excel and Outlook, to support effective case management and reporting
