Bristol City Council are seeking a skilled Accounting and Technical Finance Manager to provide expert financial advice, ensure robust financial planning and reporting, and lead transformation initiatives to enhance financial services delivery across the Council. You’ll take a proactive approach in managing and delivering timely financial and management accounting services including budgeting, medium- and long-term financial planning, project support, forecasting, in-year financial reporting (including the closure of the annual accounts) and control.
Location: Bristol City Council
Set-up: Mostly remote – 1-day per month
Rate: £550/day via umbrella inside IR35
Duration: Initial 3-6 months, potential extension
Hours: Full-time position
Responsibilities include:
- Provide strategic financial advice and guidance to senior management, supporting improved business performance and delivery of corporate priorities
- Lead on budgeting, forecasting, financial reporting, and the production of statutory accounts, ensuring compliance with best practice and legislative requirements
- Develop and implement financial strategies including capital, treasury, and risk management, while overseeing investment and insurance arrangements
- Drive service transformation initiatives, improving financial processes, governance, and systems to enhance efficiency and value for money
- Manage, mentor, and develop finance staff, fostering a culture of continuous improvement, high performance, and professional excellence
Requirements:
- Proven track record in financial management, technical accounting, and strategic financial planning, preferably within a local authority or public sector environment
- Strong expertise in capital strategy, treasury management, and risk/insurance frameworks
- Excellent leadership and team management skills, with experience in developing high-performing finance teams
- Demonstrable ability to deliver insightful financial analysis, business case development, and policy advice to senior stakeholders
- Full professional accountancy qualification (e.g., CIPFA, ACA, ACCA, CIMA) and up-to-date knowledge of financial regulations and best practice
