Interim Head of HR
Based in London, hybrid working – days TBC
Length: 3 months
IR35 status: Inside
Rate: £750 per day via an umbrella company
We’re looking for an experienced and strategic Head of HR to lead the development and delivery of the HR strategy, aligned with the Council’s business plan and transformation agenda.
Key Responsibilities of the Interim Head of HR:
- Work closely with the Executive Team and senior leaders to design and implement a forward-looking HR strategy
- Lead and develop the HR function, covering the full employee lifecycle – from recruitment and onboarding to learning & development and employee relations
- Support organisational transformation, overseeing operating model and structure changes, and ensuring risks and consultations are managed effectively
- Drive best practice across all aspects of HR, including policy development, KPIs, and equality, diversity & inclusion
- Oversee HR operations, payroll, recruitment and resourcing to attract and retain top talent
- Build strong relationships with Trade Unions and lead employee voice initiatives
- Manage HR budgets, suppliers and SLAs to deliver value for money and high-quality services
Skills, experience and knowledge required of the Interim Head of HR:
- Level 7 CIPD (or equivalent experience) and evidence of continuous professional development
- Extensive senior HR experience in a generalist role, must have previously worked within a council
- A strong track record of leading transformational change and delivering measurable benefits
- Excellent knowledge of HR practices across the full employee lifecycle and a collaborative approach to working with diverse stakeholders, including Trade Unions
