Interim Project Lead for Commercialisation of Services
Based in London, hybrid working
Length: 3 months initially
IR35 status: Inside
We are seeking a Project lead to drive and business partner thruough a council-wide commercialisation programme that maximises income from traded services and fees and charges, improves utilisation of council assets and estate, and strengthens the commercial performance of contracts and service offers, while maintaining public service values and statutory obligations.
Key Responsibilities:
- Lead the delivery of the council’s Commercialisation Programme aligned to financial and corporate priorities
- Manage programme plans, benefits, risks, and dependencies
- Direct key commercial workstreams (traded services, fees and charges, estates, contracts/procurement)
- Identify and prioritise income generation and cost recovery opportunities
- Develop business cases, financial models, and implementation plans
- Set pricing and product strategies balancing income, demand, and statutory requirements
- Oversee commercial modelling, ROI, and value from contracts and partnerships
Skills, experience and knowledge required:
- Previous experience working in a similar role within a local authority
- Demonstrated ability to deliver income-generating opportunities via pricing, new products/services, and asset use
- Have previously developed commercial/financial models, business cases, and benefits plans
- Project/programme management qualification (PRINCE2, MSP, Agile) – desirable
