Local Plan Programme Manager
Location: Flexible Hybrid (onsite as and when needed)
Duration: 6 months initially
Rate: Daily rate, negotiable depending on experience
Working Pattern: Open to both full-time and part-time options
We are seeking an experienced Local Plan Programme Manager to lead and coordinate the delivery of two Local Plan reviews.
This role will provide overarching programme and project management oversight of the planning policy function, ensuring that both Local Plans are delivered efficiently and in line with the Government’s emerging new Local Plan system.
You’ll complement the existing team of officers and interims, bringing strategic leadership, structure and delivery focus to a complex and high-profile programme of work.
Key Responsibilities
- Lead and oversee the programme management of two Local Plan reviews, ensuring alignment with emerging national planning policy and legislative changes
- Scope out requirements, governance arrangements and delivery milestones for both plans
- Conduct a resource review and prepare delivery plans, including commissioning and managing evidence base updates
- Provide strategic advice to senior leadership and members on the most effective delivery models
- Commission and manage external consultants and services to ensure quality, value and timely outputs
- Maintain clear oversight of progress, risks and interdependencies, reporting to senior management and governance boards
Key Skills and Experience
- Proven track record of delivering or project managing Local Plan reviews within local government or consultancy settings
- Strong understanding of planning policy, the Local Plan system and national planning reforms
- Extensive experience in programme and project management, including resourcing, reporting and stakeholder coordination
- Experience commissioning and managing technical evidence and consultancy work
- Excellent communication, leadership and organisational skills, with the ability to operate confidently at a senior level
- Professional qualifications such as RTPI and/or PRINCE2 are desirable but not essential

An accomplished project/programme manager with a strong track record of successfully overseeing Local Plan programmes and working effectively at a senior level. You’ll bring a structured, delivery-focused approach, capable of managing complex planning processes and multiple stakeholders to ensure both plans progress smoothly and in line with strategic priorities.
