Exeter City Council are seeking a Corporate Occupational Health & Safety Manager to act as the Council’s designated competent person for occupational health and safety matters, providing strategic leadership, expert advice, and operational support to ensure the Council meets its statutory obligations and promotes a positive occupational safety culture across all services.
Location: Exeter City Council
Set-up: Hybrid – 2-days per week
Rate: £35/hour via umbrella inside IR35 (potentially negotiable)
Duration: Initial 3 months, potential extension
Hours: Full-time position (37-hours)
Key Responsibilities
- Act as the Council’s designated competent person for occupational health and safety, providing strategic leadership and expert advice to senior leaders and elected members
- Develop, implement and review corporate health and safety policies, plans, performance measures and reporting to ensure statutory compliance and continuous improvement
- Lead the Corporate Occupational Health & Safety Service, managing staff, systems, audits, investigations and performance to deliver a high-quality, compliant service
- Work collaboratively with senior managers across all services to embed a positive safety culture, support risk management, and influence safe workplace design and practices
- Represent the Council internally and externally, liaising with regulators, partner agencies and professional networks to benchmark and promote best practice
Experience
- Degree-level or equivalent occupational health and safety qualification (e.g. NEBOSH/NCRQ Diploma, NVQ/SVQ Level 6) or substantial relevant experience
- In-depth knowledge of UK health and safety legislation, risk management, audit processes and occupational health best practice
- Proven experience in a senior or strategic health and safety advisory role, with the ability to influence at all organisational levels
- Demonstrated ability to develop and implement policies, deliver training, and support senior leadership teams in meeting their responsibilities
- Strong analytical, organisational and leadership skills, with experience managing systems, contracts and complex risk-based priorities
