Opportunity Overview
A Local Authority is seeking an experienced Procurement Consultant – Highways to support the end-to-end re-tender of its long-standing highways contract. The existing contract has been in place for over 15 years, and the authority is now embarking on a full competitive procurement process with the aim of finalising the new arrangement within 18 months — an ambitious and accelerated timeline.
Key Responsibilities
· Lead and manage the operational procurement activities for the highways re-tender
· Develop tender documentation, evaluation criteria, and procurement timelines
· Coordinate stakeholder engagement across technical, commercial, legal, and operational teams
· Ensure compliance with Public Contract Regulations and Local Authority governance
· Support evaluation processes, clarification stages, and contract award
· Provide consistent reporting, documentation, and risk management throughout the programme
Key Requirements:
- Strong track record in public sector procurement, ideally within highways, civil engineering, or large works contracts
· Experienced in Modern Procurement Methods
· In-depth understanding of procurement legislation and regulated procurement routes
· Comfortable operating in a delivery-focused, operational environment
· Able to work at pace and manage a complex tender process within tight timelines
· Excellent communication and stakeholder management skills
