Programme Director - Housing Service Transformation

Venn Group is working with a Local Authority in London to recruit a Housing Service Transformation Programme Director.

This role is outside of IR35, paying £700+ per day negotiable based upon experience. Weekly onsite attendance to the office in London is required.

As part of a council wide transformation, a programme initiation document and delivery plan have been developed / agreed for the Housing Programme and a Programme Director is now required to lead the day-to-day delivery of the programme.

In parallel with mobilisation, the Programme Director will initially review, quality assure and refine the programme plan to ensure it will deliver the required outcomes as a cohesive and integrated programme of work to time / cost / quality standards.

The Programme Director will coordinate the work of partners delivering other components of the programme: including the re-design of the asset management function; and design of a new target operating model for the Housing Needs Service.

This is a hands-on role, managing and delivering the programme, supported by a project support officer and existing BAU Housing service managers and their teams to deliver a function that is fit for the future.

Responsibilities in post:

• Work with the Corporate Director of Communities, Operational Director of Housing, Transformation Programme Director and other key stakeholders to lead the review, design and delivery of the Housing Programme
• Review the current work in scope and identify any gaps where additional activities and improvements are required to ensure a consistent approach to delivering an excellent Housing Service
• Ensure the programme is on track for successful delivery with clear scope / resources / plans / agreed outcomes
• Oversee, contribute to and coordinate the work of both partners and colleagues across the Housing Service to deliver agreed programme outcomes
• Manage appropriate governance and reporting arrangements to ensure accountability and visibility of the programme within the Housing Service and ensure this fits with corporate programme monitoring arrangements
• Establish performance reporting to demonstrate the change is achieving the required benefits

Desired skills and experience:

• Have significant subject matter expertise and experience in leading similar transformation programmes in Local Government
• Have significant operational experience in a senior Local Government Housing role, typically as Director or Assistant Director
• Understand how to deliver best in class Housing Services with the ability to implement this
• Understand and demonstrate experience of how to drive and embed culture change across the service
• Have demonstrable success of working with a blend of internal and external resources to deliver outcomes
• Have a proven ability to effectively engage and deal with stakeholders at all levels in the delivery of programme outcomes
• Bring a structured programme management approach with appropriate rigour
• Bring clarity and pace to programme delivery in a complex environment
