Swindon Borough Council is seeking a Service Manager – Parking to lead and develop all aspects of parking operations, including civil parking enforcement, moving traffic enforcement, and off-street parking management. This is a strategic leadership role that will shape parking policy and contribute to the Council’s wider transport and climate objectives.
Key Responsibilities

Lead the development, delivery, and continuous improvement of the Council’s Parking Strategy in line with the Local Transport Plan and all statutory requirements

Manage the performance of parking contractors, ensuring compliance with DfT guidance, excellent customer service, and strong operational standards

Oversee all parking assets and IT systems, including enforcement platforms, signage, lines, cameras, and pay & display equipment

Take strategic and operational responsibility for all on- and off-street parking, including car park management and integration of EV charging infrastructure

Manage the Parking Team effectively, fostering professional development, producing service plans, and maintaining high performance standards
Experience and Skills Required

Proven expertise in Parking Services management within a Local Authority setting, with in-depth knowledge of the Highways Act and Traffic Management Act

Demonstrable experience in budget management, contract development, and procurement within a complex operational environment

Strong leadership and people management skills, with a track record of developing and motivating multi-disciplinary teams

Excellent communication and stakeholder engagement abilities, with experience advising senior officers, councillors, and partners

Proficiency in Parking IT systems and MS Office, with analytical and project management skills to support evidence-based decision making
